Google AI Max Is Coming to Europe: What Should Advertisers Be Prepared For?
Google's campaign infrastructure is going through one of its more significant structural changes in years. AI Max for Search, which consolidates keywordless targeting, AI-generated assets, and dynamic URL expansion into a single feature set, is no longer optional for most advertisers, and the migration timeline is set.
For European advertisers, the transition carries a layer of complexity that US-focused coverage tends to underplay. Consent Mode requirements, GDPR-driven signal gaps, and the EU AI Act's transparency obligations all shape how AI Max performs in practice. An AI system that relies on rich user signals to optimize targeting and creative behaves differently in a high-consent environment than in one where signals flow freely.

How to Maintain Creative and Brand Control
A growing share of ad copy is now generated by Google rather than written by the advertiser. Text customization assembles headlines and descriptions from landing-page content, query context, and user signals, and final URL expansion selects destinations by relevance. For brand-sensitive advertisers operating across multiple European markets, this raises real questions about consistency, since an AI generating copy in several languages without per-asset review will occasionally produce output that misses brand guidelines.
Google added text guidelines to address this: advertisers set mandatory messaging rules, exclusion terms, and tone parameters applied across all AI-generated assets, available to all advertisers globally since February 2026 across AI Max and Performance Max. Term exclusions are language-specific, so excluding a term in English does not exclude its French or German equivalent. Google also introduced AI Brief, which lets advertisers give natural-language context about the business, messaging, and audience to shape how AI Max generates and selects assets, a more scalable route to brand consistency across languages than reviewing each asset individually.
What the Migration Timeline Means for EMEA DSA Campaigns
Many EMEA advertisers hold substantial historical performance data, URL rules, and negative-keyword lists in Dynamic Search Ad campaigns. Automatic migration in February 2027 preserves existing URL controls and brand exclusions, but historical performance data does not transfer into AI Max's optimization the way it informed DSA.
The voluntary window before then is therefore more useful than it looks. Migrating DSA campaigns proactively lets a brand accumulate learning data in the new system while the old structure remains as a reference point; automatic migration removes that parallel-running option. Because the 7% global uplift figure varies by market and signal quality, and consent limits compress available signals in Europe, conservative initial targets make sense while the system learns.
What European Advertisers Should Do Now
The preparation is mostly infrastructure, and most of it takes time to implement.
Audit Advanced Consent Mode first. If ad-storage, analytics-storage, and ad-user-data signals are not configured for consent-limited users, AI Max optimizes on an incomplete picture. This comes before any campaign-level setting.
